For Thomas Keneally, “Australia’s asylum and refugee policy is still sadly characterised by human tragedy, political opportunism, policy failure and great cost”.

While Australia has a long-running mandatory detention policy for asylum seekers, this constitutes a “disproportionate reaction” to a relatively minor policy issue, the report said.
